MEETING PROCEDURES AND STANDARDS OF DECORUM

 

For items listed on the agenda, any person may address the Commission at the time the item is considered.  Speakers are requested to restrict their comments to the item as it appears on the agenda and stay within the required five minute time limit, unless the time is adjusted by the Chair.  

For items not listed on the agenda, any person may do so under "Citizens Addressing the Commission."  Speakers are limited to five minutes and the item must be under the jurisdiction of the Commission.  As a reminder, the Brown Act does not permit the Commission to take action on items brought up under "Citizens Addressing the Commission." 

Whenever any group of persons wishes to address the Commission on the same subject matter, it shall be proper for the Commission to request that a spokesperson be chosen.  

Although not required, speakers are requested to identify themselves by stating their name and city of residence for the official record.  Time will be monitored on the lectern.  When the time reaches zero, please be seated.

Any person who disrupts the meeting of the Commission, may be barred by the Chair from further audience before the Commission during that meeting.

All remarks shall be addressed to the Commission as a body and not to any member thereof, or to staff, or to the public.  No person, other than a member of the Commission  and the person having the floor, shall be permitted to enter into any discussion without the permission of the Chair.

WRITINGS RECEIVED AFTER AGENDA POSTING

 

Any writing related to an agenda item for the open session of this meeting distributed to the Commission less than 72 hours before this meeting is available for inspection at City Hall, 3970 Rocklin Road, Rocklin, during normal business hours. These writings will also be available for review at the commission meeting in the public access binder located on the table at the back of the Council Chambers. All persons with electronic presentations for public meetings will be required to bring their own laptop or other form of standalone device that is HDMI or VGA compatible.  It is further recommended that presenters arrive early to test their presentations.  The City is not responsible for the compatibility or operation of non-city devices or the functionality of non-city presentations.

IMPORTANT NOTICE REGARDING PUBLIC MEETINGS

This meeting may be conducted utilizing teleconferencing and electronic means pursuant to Government Code Section 54953(e) and Resolution 2022-29. The public may listen to audio or view the meeting via live stream at https://www.rocklin.ca.us/agendas-minutes.

  The public is welcome to attend in person or participate virtually.

For those that do not plan on attending in person, but wish to make a public comment during the meeting, public comments will be accepted in email form up until 3:00 p.m. on the meeting day. 

Those wishing to make a public comment in person, although not required, speakers are requested to complete a speaker card and present to the City Clerk.

 

Public comments should be submitted to the City Clerk at PublicComments@rocklin.ca.us.  Emailed public comments will be distributed to the Commission and treated as a public record.  

This meeting will also be offered via Zoom Webinar and the public is welcome to make a public comment through Zoom following the steps below:

How to Make A Public Comment By Zoom

When you join the meeting, you will be muted by default.  To inform the City Clerk that you would like to make a public comment, you will use the “Raise Hand” feature. 

ZOOM Participation by telephone (Audio Only Option)

1.    Dial (669) 900-6833.

2.    When asked for the meeting ID, enter 873 2177 6343#.

3.    When asked for your participant ID, press # to continue.

4.    When asked for the meeting password, enter 244191#.

5.    You will be muted by default.  To inform the City Clerk that you would like to make a public comment, dial *9 to “Raise your hand”.  The Clerk will unmute you when it is your turn to speak.

ZOOM Participation via computer or smartphone

You can join the meeting from your computer using a web browser or the Zoom software (if it is installed). You can also join the meeting using the Zoom app on your IOS or Android device. Please refer to the Zoom links below for instructions on how to install the software. Once the software is installed, you can join the meeting using the meeting ID 873 2177 6343#and password 244191#.
